HistorySince its inception, CCCMHA has endeavored to provide each agency Executive with the support, assistance and camaraderie that can help make a difference in the often-difficult task of running a nonprofit mental health agency. Like many of your agencies, CCCMHA has grown dramatically over the years. As CCCMHA has expanded, our responsibilities and mandates have also increased exponentially. CCCMHA was instrumental in 1999 when California pioneered in three counties a program that served homeless people, parolees and probationers with serious mental illness using aggressive outreach and a “whatever it takes approach” to match services to clients needs. These programs have saved millions of dollars by cutting down on hospitalization and incarceration costs. The passage of Proposition 63, indeed, was CCCMHA’s proudest moment and it was not an easy decision for CCCMHA’s board to commit such substantial resources to this effort back in 2002, when hardly anyone thought that something like this had a chance. The passage of Proposition 63 has raised hopes and expectations throughout California. Families who have loved ones that have been unable to access care will now expect to get it. News media, interest groups and government officials across the nation are anxious to see what difference it makes. While it will take years to fully realize its benefits and completely move from fail first to help first, Proposition 63 will make an enormous difference in moving us toward our goals.
